It means that the law of the applicant's country of origin allows a Portuguese citizen to apply for equivalence of his diploma in accordance with the laws in force in that country.

The following are exempt from the presentation of proof of reciprocity:

• Citizens from EU countries;
• Citizens from Brazil and from Portuguese-speaking African Countries (PALOP);
• Citizens from countries that have ratified the Lisbon Convention;
• Citizens from countries with which reciprocity has already occurred, namely Argentina, Chile, Colombia, Cuba, Peru, Dominican Republic, Thailand, Turkey and Venezuela.
