M2.2 What are the procedures for proposing the creation of a new non-degree course?

Under the terms of the law, Higher Education institutions may grant certification for the completion of non-degree courses integrated in their educational project.

At the University of Évora the creation of new non-degree courses (Postgraduate or Continuing Education) with the award of ECTS credits are regulated in Title III of the Academic Regulations and in Chapter VIII of the Access and Admission Regulations.

Proposal for the creation of Postgraduate Studies or Continuing Education Courses

The creation of Postgraduate Studies or Continuing Education Courses should be made indicating the necessary elements for an adequate characterization of the course and the issuing of the respective diploma. The study plans should also respect the guiding norms of the formative offer and the processing of proposals for the creation, alteration, and reevaluation of a study cycle.

The proposal for the creation of these courses should be submitted to the Rector's Office by the Director of the Organic Unit, after the Scientific/Technical/Scientific Council and the Pedagogical Council have given their prior opinion. The proposal for creating these courses may also result from the initiative of the CTE - Center for Educational Technologies whenever it is deemed to be strategic for the UÉ.

Before the proposal is submitted to the Departments of the Organic Unit, the course applicant shall submit the proposal for the creation of the course, together with the respective documents, through GESDOC to the Vice-Rector of Education and Quality for analysis of the proposal.

Required documents

For proposals to create Graduate Programs or Continuing Education Programs, the proposal must be submitted through GESDOC, as above, with the following form:

The UC's to be created within the study plan of the new course should be registered in SIIUE according to the Support Guide for the Creation of Curricular Units in SIIUE, taking into account the Decree 102/2017: Guiding principles for the creation and restructuring of study cycles and CIRCULAR No. 1/VR-EDU//2017 - Proceeding of proposals for creation, alteration or re-evaluation of study cycles.

Accreditation of Courses by the Scientific Council for Continuing Education

Considering that certain proposals aim at the continuing education of Teachers, to the proposals for the creation of courses, according to the above mentioned, the process for accreditation by the CCPFC - Scientific-Pedagogical Council for Continuing Education, under the Legal Regime of Continuing Education of Teachers, has to be attached.

To do so, it is also necessary to attach the following form to the proposal for the creation of the course (the Annex must be filled in if the accreditation of an e-learning course is intended):

In case of a request for accreditation of Specialized Training (curricular part of a master's degree), the form must be filled in:

The forms for accreditation of courses by the CCPFC may be proposed simultaneously with the proposal for the creation of the course or the accreditation may be requested later if the course is already in operation.

When using the previous forms, the character limits should be respected, since they are stipulated in the computer platforms for the creation and accreditation of courses.

Functioning of the course

For the course to function, after approval by the Rectory, the following additional steps are required through SIIUE:

proposal of Edital in accordance with Chapter VIII of the Access and Admission Applications Regulations for the University of Évora.
